JROC Minutes December 7, 2005

MEETING ATTENDEES:
Note: The December JROC meeting, held at Legends (which is much more fun than JRP Headquarters…sorry Ralph), came to order under threat of rebar at 6:15pm; Chris Hull presiding.

 Attendance: Sally Wetzler, Tricia Pearsall, Vernon Simmons, Lorne Field (JRP) Amy Waters, Brian Mutchler, Elaine Casper, Buzz Kraft, Susanne Smith, Dave Myers, Barry Dixon, J.R. TREASURER'S REPORT
 
14th St Takeout
*  $19,600 cost to date
$8,100 in unpaid invoices beyond current funding (after reallocation of funds noted below)
 
additional funding sources need to be identified
 
JROC currently has $1270 in committed funds for projects that have not been started – including signage, purchase of supplies, etc.
 
Sally made a motion to  reallocate these funds to the takeout project.  Motion was seconded (?) and passed
 
Available funds approximately $3,300

PROJECT REPORT:
  1. Northshore Takeout:
 Special Report
: Lorne Field was introduced. He is a new part-time JRP employee and is researching/writing information for interpretive signage around the Northshore Takeout. It will include info re: Mayo’s Bridge, Shockoe Creek, Mayo’s Island, surrounding history, lore and ecosystems.  He was asking for $100 but did not know total bill. Delayed motion for later discussion when full costs are totaled.
  Construction Report: Nathan Burrell...the king of trails and related construction matters! 90% of Takeout is complete. Finished gridwall today. Working on kiosk tomorrow, which is similar to kiosk at Tredegar. Discussion re: blocking off hill area east of Takeout by stones or not. Tabled until later…but discussion was held during after-meeting time re: pros and cons of opening or “closing-off” area.
  Grand Opening of the Northshore Takeout: Dec 11 at 10:00am City officials, media, everyone will be invited. (AND IT WAS A SPLENDID OCCASION: Thanks to Chris and Brian. And always, special kudos to Ralph Hambrick, Nathan and Peter and ALL the wonderful JROC-ers and others who made this happen! See T-D article below:)

  2. Christmas Baskets:
Cost $400-500 for 10 baskets Buzz motioned, Vernon seconded to allow up to $500 for baskets. Amy took lead on baskets. Thank you! Last year we gave each house a poinsettia and gift certificate for Crossroads Coffee and grocery. Presentation to be 10:00am on Dec 17th.    Meet at Reedy Creek Parking Lot. Need lots of people to thank those who live on Hillcrest for letting us park our cars in front of their houses during the year! After the meeting, Richmond Whitewater announced support of $100 for the baskets! Thanks guys!
 

3.Trailwork:  Nathan
Buttermilk West
: Working on crib wall and rerouting of Buttermilk West. Greg inquired about status of wire across Buttermilk West. Said there was an unauthorized cut which has not been fixed

  JRP Night Patrol: Chris reported that Bill Swann was trying to develop a plan to legitimize night use of the park re: using the Community Watch Program making users permit participants or permit biker volunteers for night access. Stay tuned!
  Northside Trail Fence: Removal of old fence at new fence location adjoining Maymont’s Japanese Gardens. Funding will be needed to complete this fantastic north-south side JRP loop. This Saturday at 9:00am. Should be quick Lunch sponsors: Lee’s Chicken. Northside Trail website http://northtrail.home.mindspring.com/.
  Sawmill Island Bridge: This bridge is in bad need of work (though I was by last week and someone has been repairing...in much better shape, still has a board that leaps up and hits you on the butt, though altogether much safer.)

NEW BUSINESS
Fund Raisers: Need Fund Raisers to fill coffers!!!!!

 

JRP Gates:
Are being installed at 42nd Street and Reedy Creek, so says Ralph White who holds the key!!! Times are adjustable. Opening 3-4am and closing 1 hour after sunset. All will be a function of crime conditions. Still many access issues as Ralph seeks to remain flexible for bike and night paddlers, Current Administration: Ray Chavis and Larry Miller, support multi-use patterns. Write your park administration supporting them and flexibility, and tell them your use needs.

MEMBERSHIP
Susanne’s hard drive crashed, but all dues are payable in January!!!!!!!

JROC: Member of the Year:
Greg announced the member of the year, and it was drumrooooolllll: Sally Wetzler Recognized, not only for her due diligence with JROC funds and her fine attention to all details at the Northshore Takeout, but for her proposal, funding, and execution of the JRP Boundary Marker Project. Yea!!!!!! Congratulations.

Dedication of Charlie’s Bridge: At noon on Saturday, there will be a dedication of Charlie Slade’s Bridge in honor of park supporter and volunteer, Charlie Slade, who died in September of this year.
