JROC November 6, 2002 Meeting Minutes

MEETING ATTENDEES:

HANDOUT
Greg Velzy reviewed a artist rendering of the Browns Island Development Plan that is slated for completion in ’05. 

TREASURER'S REPORT
1. Treasurer was a bit late and missed his report but approximately $5000 is in the account.
2. Ralph White is reviewing some past bills for material and may be submitting for reimbursement for some expenses JROC authorized and JRP paid.
3. Coastal Canoeists donated $1000 for Garland Memorial.  JROC to address this in future meetings.
4. Generous donation from Lamar Buchler of Chesapeake for $250.  Way to go Lamar!

Blue Ridge Mountain Sports is selling stickers and proceeds are going to JROC. Adrian Tate brought first check for $130. 

Greg V has promised to keep the meetings short and sweet.  He even went so far as to announce it with some options for discussion.  Of course, this made the meeting drag on and on and on as we discussed methods of keeping the agenda limited and limiting time for discussion and GǪ..  Please come to the meetings and bring up something off-topic, so Greg can cut you off  (his problem is that he's way too polite).
PROJECT REPORT  
Slab removal at pipeline. No progress. A reminder of this river hazard was announced as this slab currently has a boat stuck underneath it.

 

Dan Caston reviewed his share the trail signs.  Group made some suggestions for rework.  Approved $500 to purchase signs.  Ralph White noted he had material for posts and mounting hardware.
Bob Burch brought up 42nd street trail.  So far good progress and GOOD feedback from park users. Some discussion on JRP bike signs with regards to wording that wasn’t clear about bike use being allowed was discussed.  Ralph to take under advisement.
Ralph White brought up Missing Link trail.  Trail is passable.  During winter some gravel needs to be dropped.  Possible future work project for us to consider.
Garland Memorial. Greg Velzy is working on plaque options and wants feedback from boating community.
Pump house.  This project needs attention.  JROC has helped in the past with stabilization efforts in securing window covers.  There is being a work party organized to secure portion of the roof that is leaking.  Supplies are there. Skilled labor is needed.  Contact Ralph White is interested and look for mail note to verify date and time.
A team was formed to bring a plan for both kiosk design and kiosk content back to JROC.  Several ideas were thrown around including location, integration with changing rooms, involving “scouts” in project.  Susanne Smith is leading the Kiosk team.
Hillcrest parking signs were suggested as a means to help Reedy Creek neighbors with parking issues associate with park users.  Motion was made to approve money for sign.  Not passed as input from neighborhood was wanted first.
Hillcrest gift baskets/bags were discussed.  $300 was approved to buy baskets.  Discussed ways to get more for our money so number of residents can be included. Suggestion was made that more JROC folk be in attendance when baskets are given out.  A note will be added to the basket asking for parking sign opinions with feedback directed to Greg Velzy. We need volunteers to help in assembly and delivering baskets.  Email notification will be used to set time and date for delivering baskets.  Contact Greg if interested in working on baskets.
Parking lot security was discussed but no JROC activity planned.  All users are asked to keep watchful eyes and report concerns to police.  More calls lead to more patrols.
Fund Raising Toolkit started last spring by Monty McNeil was discussed.  To complete this a list of projects and estimated for funding needed.  The following were added to the list for toolkit and Monty will complete toolkit for Dec. meeting.
1. New maps for JRP and some focus on river features, hazards and access points.
2. Wheel chair access for Reedy Creek
3. Pump house stabilization and eventual renovation is a huge effort.
4. Develop access to river from pump house location.
5. Changing rooms at pony pasture and Huguenot woods.
6. Hispanic education/communication efforts for JRP
7. Repair ladder used for accessing the “Dries” (river right side of Belle Island).
Future fundraisers were discussed. These included something with WV River Coalition, something with Ralph White and a gear swap meet on March 29th, 2002.
OPEN FORUM
Slalom gate support cables at Reedy Creek too low.  There is high water hazard.  Someone volunteered to contact racing club about hazard.
Concern was raised that some areas of the park should be left undeveloped for usage so the natural setting isn’t disturbed.  Ralph White noted that the “Friend of the JRP” is working on a master plan for the park.  Comment would be taken under advisory.  If JROC members want to get in involved with Friends of JRP contact Greg Velzy.
Parades of Lights are on Dec. 14th.  Help is needed at Libby Hill for serving hot drinks and cookies during this event.  See Ralph White.
Annual review of the JRP with city organizations to be held on Nov. 13 at JRP office.
